Northeast drought

The brazilian northeast, only region that there are temporary rivers is the most affected in the country by the drought. People who live in this area and work in subsistence agriculture suffers from lower water's supply. Brazilian's government created the drought polygon, an area which receive special attention and advertises about drought consequences. Every year, when the hot period begins, the media shows the poor people real situation, however omits the landowners position. These people doesn't present problems with the summer or the temperature becoming boiling. They are always the privileged by the money and sometimes they are the politician heads who dominates the local. Governmental money that is converted to fulfill needs of damaged area are diverted and used for personal ends.For example Governmental projects which should have been applied in public areas building irrigation channels or dams are executed on particulars farms. They can appl this money and wait for the wet period without looses. Where are the government reviews? How a country where colonels dominate local politics can develop? The dorught is not a social problem, It is only a climate problem.
